『市民のしあわせ』実現のために

　福島空港開港1周年の平成6年3月、本市は市制40周年を迎え、新たな時代への扉を開きました。

　市制施行当時の人口は、約4万2千人。その後近隣の村の合併や地域開発が進んだことなどから、平成11年3月の人口は約6万6千人となっています。特に平成元年から10年間における人口は約6千人も増加し、増加率は県内随一。人口が増えることは本市にとって大変喜ばしいことです。これもひとえに福島空港のもたらすインパクトと言えるでしよう。

　空港建設に伴い、須賀川地方では、道路網の整備が進み、産業、経済、文化などあらゆる面で新しい風が吹きはじめました。現在もまた平成12年の供用開始に向けた空港拡張事業に伴い、活気に満ちあふれています。

　さらには、頭脳立地法やテクノポリス構想に基づく地域指定、また首都機能移転の受け皿づくりとしての21世紀FIT構想や阿武隈地域総合開発計画など、日本の将来を左右するような数々の一大プロジェクト計画を抱えています。

　特に、福島空港の東側一帯に計画している健康技術都市「須賀川テクニカルリサーチガーデン」の整備区域の一部が、「ジャパンエキスポイン福島2001・うつくしま未来博」の会場地として決定されたことを受け、平成13年の開催に向けて、ハード・ソフト両面から集中的に整備を進めています。

　また同時に、このような福島空港を核とした各種プロジェクトをまちづくりの原動力として、「須賀川市新総合計画2000」に基づき、市域の均衡ある発展を目指し、「都市基盤の整備」「快適生活環境の整備」「健康づくりと福祉社会の充実」「教育文化の向上」「産業の振興」に努めていますが、特に「雇用の場の確保をはじめとした産業の振興」「高齢者社会の更なる充実」「次代を担う青少年の健全育成」「長期的視野に立った水資源の確保」を市政の最重要課題として、力を注いでいます。

　そして、人間尊重と市民生活優先を基本理念とする「花と緑の臨空都市すかがわ―人間と自然が共生する快適空間を目指して」を21世紀に向けた都市像として掲げ、「市民のしあわせ」実現に取り組んでいます。先人たちのふるさとを愛する思いと、たゆみない努力によってはぐくまれた歴史と伝統を受け継いで、何よりも「人と人」「人と自然」という関係を大切にし、だれもが「住んで良かった」「住んでみたい」と実感できるような新しい「ふるさと須賀川」を築き上げたいと考えています。もちろん、主人公である市民とともに。

　そのため、市民の声を反映し、形としてきたものが沢山あります。「市民のしあわせ」実現の第一歩は、市民の心を第一とし、その心を一つずつ達成していくことであると考えるからです。

　いま、本市のモットーは「市民との対話による市政」です。さらなる飛躍が期待される21世紀という大きな節目の年に向かって、これからも市民の心が息づくふるさとづくりに徹していきます。

　To Fulfill the "Happiness of the Citizenry"

　March marks the anniversary of the Fukushima Airport opening in 1994, as well as the 40th anniversary of our city founding. Thus, we come to the dawn of a new age.

　At its founding, the city had a population of 42,000.

　Then there was the consolidation of smaller municipalities, now there is a population of about 66,000, the population has surged by 6,000 people in last 10 years. Recent population increases here have ranked Sukagawa first in the prefecture, according to growth rates. Population growth has proven to be a great delight to our city. In earnest, our growth has often been attributed to the presence of Fukushima Airport.

　In tandem with the construction of the airport in the Sukagawaarea, road network maintenance has progressed,encouragingindustry, the economy, and culture, bringing in new winds of change. Current work to expand the airpport, including a 2500m runway to be completed in 2000, has created an energeticatmosphere.

　Additionally, this area has been designated as the location for "Intelligent Development Legislation" and the "Technopolis"Project. The Administrative Capitol Functions Relocationprogram is currently evaluating the FIT region of Fukushima, Ibaragi, and Tochigi prefectures. Finally, the Abukuma area is also undergoing an overall development plan. A number of significant projects for Japan's future are being carried out here.

Particularly, the area to the east of Fukushima Airport is contributing to this city of vibrant technology. Thus, theSukagawa Technical Garden hosted the "Japan Exposition, Fukushima 2001: Beautiful Fukushima's Future". With the year2001 approaching, we have been striving to progress in the areas of software and hardware technology, supporting intensiveresearch in both areas.

　Clearly, our town is dedicated to balancing Fukushima Airportexpansion and technological development with the entire city's development. The city's foundation and living environment are viably maintained through the enrichment of the general society'swelfare, as well as the improvement of education and culture.We are working to achieve these goals through the promotionof industry.

　So,our basic thoughts are of respect for others and the quality of life of our fellow citizens."Flowers and Greenery of the Aimay City: We Aim For People and Nature to Live Together in Harmony" is the city's raison d'etre as it faces the 21st Century.Matching that is the fulfillment of the "Happiness of the Citizenry."

　Our ancestors'love for their hometown, as shown by their untiring effort, has succeeded in preserving our cherishedhistory and traditions.With this thought in mind,to us nothing is more important than the relationship between that of man to man or man and nature. And so everyone says,"Living here is good," or "I want to live here. "Our desire is to construct a new "Hometown Sukagawa" so that we may realistically enjoy life. Of course, we seek these goals while focusing on our citizens.

　In other ways, the voices of Sukagawa's citizens are reflected in various ways throughout Sukagawa. Fulfilling the "Happinessof the Citizenry" is the first step. We think about how to accomplish this task by knowing the hearts of our citizens one by one.

　Currently, our city's motto is "Citizens in Dialog with Municipal Government." With a giant leap expected, we face the greatturning point of the 21st Century. We have channeled ourcitizens' hearts and souls into crafting a hometown that takes one's breath away.
